中国常驻联合国代表团临时代办戴兵5日敦促以色列立即执行安理会决议要求，停止对加沙地带的军事进攻，停止对加沙民众的集体惩罚，同时呼吁对当事方有重要影响的大国为推动决议落实发挥积极作用。

戴兵当天在安理会巴以问题公开会上发言时说，加沙冲突爆发已有6个月，3.3万多名无辜平民在战火中丧生，上百万民众在前所未有的人道灾难中绝望挣扎。安理会3月25日通过了第2728号决议，要求加沙地带立即停火，但十多天来战事还在持续。加沙地带的悲剧考验着人类的良知，考验着安理会的信誉。

戴兵强调，全面落实安理会第2728号决议是当务之急。安理会所有决议都具有约束力，这是《联合国宪章》规定的义务，这是每个成员国加入联合国时都作出的承诺。中方支持安理会为落实第2728号决议采取进一步必要行动。

戴兵说，加沙地带已经发生严重饥荒和医疗系统瘫痪，人道灾难超乎想象。缓解加沙地带人道灾难刻不容缓。以色列必须全面执行国际法院发布的临时措施命令，立即解除对加沙地带的封锁和对人道准入设置的障碍，全面开放拉法和所有陆路过境点，保障人道物资快速、充足、安全准入。

戴兵表示，以色列必须停止对人道机构和人员的攻击。中方对近日以色列袭击人道运输车队的行为予以强烈谴责。对人道工作者的袭击令人震惊，也再次提醒国际社会，冲突以来以色列的袭击已导致联合国170多名工作人员丧生，加沙地带民众赖以为生的人道救援设施和物资已被毁坏殆尽。以色列必须遵守国际法和国际人道法，为人道机构开展援助提供配合和安全保障，停止对联合国近东巴勒斯坦难民救济和工程处的恶意攻击和限制。

戴兵说，只有全面落实“两国方案”，实现巴勒斯坦独立建国，纠正巴勒斯坦人民长期遭受的历史不公，才能彻底走出巴以冲突的恶性循环。作为关键一步，中方坚定支持巴勒斯坦成为联合国正式会员国，支持安理会尽快采取行动，同时倡议召开更大规模、更具权威、更有实效的国际和会，制定落实“两国方案”的时间表和路线图。中方将继续同国际社会一道，为推动早日平息加沙战火、缓解人道灾难、落实“两国方案”作出不懈努力。
